I would advise you to appeal and see how it goes. If you are innocent, you have nothing to fear. As for a new account, I would advise you not to cheat if you did or if somebody else did, I would advise you to take control of your PC and account and make sure you are the only one playing.
If you happen to cheat again, or "someone else" does in your name your account will be banned again. All simple as that really.
