Hey @MrSikboy,
based on your DxDiag file, could you also try setting up a new Windows Admin account as described in this Microsoft article? Maybe that helps with the issue - it's worth a try without a lot of effort.

one thing i did not mention is i have 2 x rx 580's
each card after testing works individually fine, bf4 will run ok and game plays with no problems.
it seems as though it is only when i have 2 cards in machine in crossfire??
if i disable crossfire in amd settings with both cards in, the game runs?

it could well be crossfire screwing with things, do you run any overlays, afterburner, things like that?
i think i have found my culprit causing its own DX error, i just updated the thread, lol!
i am still not 100% mine is fixed but i believe its related to having my aquasuite software running in desktop mode, i am going to keep monitoring it, so far, so good
i run crossfire 290x's
nothing else suggested had any effect for me, but they are all worth a try!
fresh windows 10 install, no other software
ive gone back to amd drivers from 17.11.1-Nov2 to 17.10.3-Oct27 and its the same
its only doing it on BF4, as i installed F1 2017 and that seems to work ok
