@onxr43 Nope. You need to go to your Documents folder and delete the Twinkle folder, not those files in your screenshot. Please check my screenshot to see the path:

    Now I have no issues with loading and getting online, but I do have issues with the Emblems not showing in game and I read someone saying to go do those steps on BF4 Forum.

    I checked > This PC > Documents > Battlefield 4 and I don't I see any "Twinkle" Folder?....In Document all I see is [Screenshot Folder] and [Settings Folder] in Battlefield 4 Folder.
