I feel your frustration regarding this issue but let me try and help you resolving this.
First of all, try re-log into your account and make sure your account activity status is "Online".
Then, go to Battlefield 4, right click and select Game Details, scroll down a find Dragon's Teeth DLC, right clic
1. Go to Battlefield 4 picture.
2. Right click on Battlefield 4 picture.
3. Select "Game Details".
4. Scrol down and find Dragon's Teeth DLC
5. Right click on the DLC picture and select Download.
P.S. In order for Origin to successfully shut down, please open your Task Manager and terminate the Origin process. Afterwards, open Origin and sign-in.
