BF:H had aim assist yes. It can be disabled from options.
I don't have much to compare it to since I don't often play console FPS games. It felt like the aim assist was a lot less aggressive than Destiny. Drives me insane when it snaps to the guy I'm not aiming at in that game... can't disable it in Destiny either.
There may be server settings to turns off Aim-Assist for everyone... not sure couldn't really tell from beta. The servers probably wouldn't be common is my guess though. Base that guess on GTAV, which non-aiming lobbies are pretty empty.
