You done it every pre-requirements, but its not showing in the assignment list

Start to play as Enforcer, use only loadout #1. Before every respaw change something in your loadout #1, change gun, secondary and gadgets. Use everything at least once. Finish the round and let the system to save the process. Check the Syndicat assignments. You must to use everything, because cant figure out what item is not been registered in Assignment!
If still not unlocked do it again the proccess above, but in the opposite faction.

Leave the game, log off from PSN/Windows Live, turn off your consol and wait 1 hour. Let time to the system and start to play again."
