IMHO, The is nothing to fix.

Maybe there is simply a cheater in the other team, if you don't notice it will feel unbalanced for you.

The best thing to fix for balancing would be a nice anti-cheat. 

As players most often leave a server when they lose, the free spots are on the losing-team side... and when you join in you get to 80% a place in the loser team.

So when you change servers often, you might experience this often.

Older players might notice pretty fast when a team sucks, and might try to switch team, or just leave the server and try another... as I do when I notice there is no class play in a team (no ammo crates, no spot-flares use,  no meds rev)  and no spotting with Q...  then the "weak" team, gets weaker and weaker... 

But this is up to players behavior... BF1 is what the players make out of it and how they play it.
