I have a similar issue but it is very random and depends on the server I connect to. But what really annoys me is the connection packet loss especially on a hugh server with 64 players. My connection to the server is about 15 ping. I tried to ping the server with Command Prompt and there is no packet loss issues. The server is in my country so I did not do traceroute since my country is really small - Singapore - and the infrastructure is good. The packet loss is only reported in-game Battlefield 4 system performance test. The Packet loss fluxes alot sometimes it's good, then all the sudden it's bad. Sometime even on very light server with no players at all the performance test shows packet loss issue. While playing the game the packet drop causes bullet shot from my client not being correctly reported hence the effect that I am always having difficulty making kills.
Are there ways we could improve the situation or it's just a known issue?
