This does not spell out the procedure. I went to battlelog. I don't see a way to report anyone on it. Actually if EA really did care about conduct rather than $$ a way to report and capture the offending chat would be built into each game.

If you think you saw unfair behavior while playing Battlefield 4 and would like to report a cheating or harassing player, simply:
- Log into Battlelog and open Battlereports from the the top of the screen.
- Find the relevant Multiplayer Match with the player you'd like to report and select the offending player from the scoreboard.
- Click the small triangle in the top, right-hand corner of this menu and select Report Cheater, or Report Profile.
