It looks like your CPU and GPU are a bit under the minimum requirements, which is why you might be experiencing this.

However, there are some steps that you can try that might help:

1. Disable the Origin in-game Overlay in Origin

2. Check your Frame Rate Limiter Settings in-game, in the Video/Graphics settings, and make sure it's set to 60 FPS instead of Unlimited

Also, believe it or not, MSI Afterburner usually can affect FPS as well, so try disabling that, and see if the game runs smoother.
