Looks like to me that you haven't completed all the required things to unlock it, For example the LMG kills. Is your progression saving for it?

The progress of assignment stands on the site.

I found the comment of user KillerKooK, and I think he is right.

"I have the same problem with the Phantom Trainee and Phantom Initiate assignments. Phantom Trainee was progessing for a bit then just stopped. EA chat was no help.
The only thing that I think of is that ea support had to reset some server files to allow me to play Dragon's Teeth when it came out. And that resetting those file messed up the phantom assignments. The rest of the Dragon's Teeth assignments work for though."
is someone know how to fix it?
If a server need to be messed with you have to contact an EA Advisor directly. You go to:
http://help.ea.com/contact-us
then you can create a new conversation with an EA advisor by clicking "New Conversation".
Then you have to select the product you want help with, the platform and the topic
When you have done that you need to select the method to make contact with EA
The available methods depend time of day, time of week and holidays in the country selected in the selector in the top right corner:
Changing the above language to United States or similar can sometime make live chat appear if it's not available in your country.
