You need to remove game and download it again, it will ask for language.

when i preloaded it didnt ask

This copy of the game that these players have purchased costs less than the English version, it does not have an English language track included on the install and this is working as intended. As such, you should under no circumstance exchange a Russian copy of the game for an English copy of the game.
