It is indeed the case that you are not able to link multiple of the same platform persona accounts (console accounts) to one and the same EA account. This was possible in the past however, but due to feedback and technology changes this is unfortunately no longer possible since a good while, we are talking about years here.
Regarding the limitations of the account merge etc. Some of the limitations are mentioned on our website (see https://help.ea.com/help/account/accidental-second-ea-account/) and it is indeed possible that the Account Merge disclaimer that the Live Support gives you includes more limitations.
I understand that you would like to see those on our website as well as a in-before heads-up and I appreciate this feedback.
Regarding you mentioning that every time you boot an EA game it creates you another account? Hmm, I would find this very peculiar as the games always pick the EA account that is linked to the (if correctly linked) linked platform persona account and only ask you to either login/create a new account if you have nothing linked yet. This is for a console persona only, of course. As PC games are bound to your EA account where you sign in with in Origin, Steam, Epic or the EA App. I would recommend to reach out to our Live Support here to double check your account or accounts and see if everything is setup correctly now.
