You need to download the China Rising DLC again from PSN Store. It may tell you that you need to pay $ 14.99 but it would not charge you.

PlayStation Players: If you're having issues accessing your China Rising content--you are told to purchase China Rising again while being a Premium member, or you're trying to access your content for the first time--you may be able to download China Rising with the following steps.
If you've entered your China Rising Battlefield 4 expansion code on PlayStation 4, but Battlefield 4 is still asking you to purchase China Rising, you may be able to download your content with these steps:
Please note these steps will only work for those players who've played or are trying to play China Rising on the PlayStation 4 exclusively.
Exit Battlefield 4 to the PlayStation 4 home screen
Head to the Sony PlayStation Network Store
Select Games, then Battlefield 4
Under Add-ons, select China Rising
You should be prompted to buy the expansion for 14.99, however the "Game Pack" box under "Choose a Version" is a drop down menu.
Open up the menu with the X button, and scroll down and select the next game pack, which should be available to you, if everything is in order, as free.
You should now be able to download your China Rising content appropriately.
