- next to progress bar of a certaintype of weapons means that you have all the available unlocks, so I wouldn't worry about it. The points that you get from these kills go towards the class score progress (so for example LMG kills go to Support progress bar).

About Conquest Flag Capture Ribbon... it still should be able to progress, so it's likely that this is a bug. I haven't heard of any solution though.
