ragnarok013 never said that he was allowed to pretend to be you. Don't know where you got that from. And if you already reported him on Battlelog there's not much else you can do besides ask your friends / platoons to ignore him and wait for him to get banned.
Please accept solutions if they are correct and press the XP button if somebody helped you. This way you help others in the same situation.
