Yup, that's right.
But it started before BF1 release, there you needed 100 kills with the M1911 in BF4 or BFH to earn the Skin and the RoadToBattlefield Dogtag for BF1.
Later DICE gave the players a second chance to earn it with doing 50 kills.
And now while Battlefest, they gave us a 3rd chance with doing just 25 kills.

After you did the kills, go to your Battlelog profile and there on "Community missions" and Claim Reward! That's it!

    Its not appearing in the community missions tab nor did it on the 19th when i got the kills.

    There is always a time how long Community missions run. Until the end of this you can see the mission there, then it'll dissappear.
    So maybe you can't see it anymore because it's already over!
