Well, first of all, try right-clicking on BF4 in Origin and choosing "Repair installation". Then try to uninstall again. If that doesn't work try using AVG PC Tune-up or Advanced Systemcare to shred the files - I know that it worked with the same bug in BF4 beta, so there is a good chance that it'll work with full game.
