Update: After digging around more, it seems my issue may have been related to Windows 10 Creator Update *. Disabled GameBar and GameDVR and getting much better performance.
PerfOverlay graphs for Frames, CPU and GPU are all in-line with significantly less CPU spikes like I was seeing before.

But how do i disable those? PD does directx12 does something in this latestpatch?

Try renaming your settings folder to reset your game:
C:\Users\Carbonic\Documents\Battlefield 1\settings ----> C:\Users\Carbonic\Documents\Battlefield 1\settingsrenamed

As additional information , It looks like playing the game in full screen is when I have the issue.
Windowed mode make the game perform as before DLC 2
I have disabled also GeForce Experience Overlay but that didn't help. still performance lag in video and in full screen mode.

The performance issues for me seemed to be present in either both fullscreen or windowed / borderless. I recall there having been issues in the past with Windows 10 Creators Update and when I remembered that I had been running that build as my current OS, I was seriously about to just do a wipe and completely clean install.
It's weird, though, because performance hadn't been this bad prior to the new DLC, however now that I have made the following changes, I can tell a tremendous difference in gameplay and performance (including far more responsive mouse movement / less input lag) and smoother visuals.
Here's what worked for me this morning. Note that I hope this may help some, but there's no guarantee that it's the silver bullet for everyone:
1) Validated Windows 10 build number (the * build number is 1703). This is when "Game Mode" was introduced, which is what was the cause of my issues. Open a command prompt and type "ver". It will output the Windows build number.
2) In confirming that the build was, in fact, version 1703 for the *, I then looked to disable the Game Mode features known to cause the issues (namely Game Bar and Game DVR). Click Start, then Settings, then Gaming (looks like the X Box logo). There are four options on the left. The bottom one for Game Mode gives you the option to turn Game Mode on or off. It's on by default with the * build.
3) I turned off Game Mode, and then also turned off Game Bar and Game DVR. I don't think any options were enabled for Broadcasting on my PC, but can't recall.
4) To be sure these didn't start up again, I used the following steps to modify the registry. Disclaimer, I am very experienced with modifying the registry so this was something I was comfortable with (from a quick Google search):
- Open Registry Editor (Run > regedit)
- Navigate to HKEY_CURRENT_USER\System\GameConfigStore
- Set the value of DWORD "GameDVR_Enabled" to 0
- Go to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\
- Create key "GameDVR".
- Create DWORD 32bit called "AllowGameDVR" and set to 0
- Restart your computer
5) After rebooting, launched BF1 and everything seemed to be performing much, much better.
I will probably still get around to doing a clean install of Windows 10 without the Creator's Update due to all the unnecessary * it installs and the obvious known issues. I think I'll wait until the weekend since things seem to be running well now, as I want to get in plenty of DLC play time 🙂
Hope this helps anyone experiencing the same issues.

Not sure if the "Lag" word on the topic subject is confusing.
Actually I am having Graphics performance issues, and sounds like the link to register issues is for Network Lag (more likely in Multiplayer)
My issues is overall even on the campaign.
Do I still need to register my issue on the provided link ?
I am still having issues with Game performance .... Not sure what else to try, is there some one that has run into this problem and have fixed it. I have tried all aid that has been posted on this thread with not fix.
My problem is Game performance when in full screen: Graphics Lagg in Menus and In-game : Campaign and Multiplayer.
Where can I find help ??? I have already attached the file for my Direct X config
It looks like the problem is a compatibility issue with my HDR TV.
I plug in another monitor that does not has HDR to my PC and don't have any issue afterwards...
I think EA/DICE needs to look at compatibility issues with HDR capable monitor/TV's
