That's because in BF4 weapon unlocks depend on the amount of points you get with soldier class or gun class. For example you still need 10000 Engineer points to unlock your first carbine (AK 5C), 5000+ Support pts to unlock the first shotgun (QBS-09) or 1200 Assault Rifle points to unlock the next AR (SCAR-H).
