You do not launch Final Stand. You must first have it installed. After it is installed, you can then join servers like usual, but you can now join ones that have a Final Stand map in the rotation. This goes for PC, and all consoles.

@carlritcey One additional point of clarification, the Battlefield 4 expansions are multiplayer only and are accessible only via the method @TapouTony420 stated via the multiplayer server browser. So if you are looking for additional campaign content there is none.
