Recon Kit sniper rifles not shooting when I pull the trigger (PS4)

Hi guys,

I've actually had this problem for awhile ie. since sometime last year on BF4. My recon kit wont let me use any sniper rifle as it was intended. I can't shoot when I want to. I can pull the trigger 20 times and maybe get 2 shots and even then I have no idea when it will shoot. Does anyone else have this problem?
