Ridiculous performance issues

What in the world is wrong with this game? I have a Phenom II X4 965 BE clocked at 3.5GHz, and a GTX 570 SC clocked at 796/1592. As well as 8GB of DDR3-1600 RAM. My performance is consistently awful. Whether it's 1920x1080 @ Ultra or 1024x768 @ Low, I get the *exact* same performance. As well, the game has massive memory leaks that have caused the game to flat out exit on several ocassions. Along with the fact that I'm not the only one with these issues. Can I at least expect these issues to be addressed and resolved in a future patch, or is DiCE truly as inadequate as they look after bumbling BF4, BF3, and MOH?

It's  4 weeks now and they still didn't refund me for the $ that bought me a game the shouldn't have been released to the public.

They can't even do that right. It will be a cold day in hell before I buy anything else from EA !

That would help if I was on Windows 8.

My performance was awful. It would run okay for about a minute, then just decay into hangs and stutters that would last for 8 seconds at a time in some cases, for no reason at all.  These things helped me and got my game running for now, until they get on with patching this rushed PoS.  I also have a Phenom 955, but there's no reason it would be an issue with running this

    Install DirectX from BF4/_Installer/DirectX/Redist

Run the X86 version rather than the 64bit version (Though with 8Gb of RAM this really shouldn't matter for you, but you could give it a shot)

Use the settings editor (Found here: http://battlefield.realmware.co.uk/bf4-settings-editor/downloads ) to turn DX11 off

Also, lowering my texture quality to Medium helped the stuttering a bit

You shouldn't be doing any of these things just to get the game to work as intended.  I was grabbing upwards of 80frames per second with the bells and whistles turned on but the stuttering was ridiculous, so I had to compromise.  It's not our rigs' fault, it's Battlefield's.  And they're more worried about getting more paid DLC out than patches

Still having issues. Info on whether or not a patch is occuring or if I'm issuing a chargeback via my bank would be nice.
