When you are in a round and you go to customize your loadout does it still say 0 scraps? I ask because the screen for purchasing weapons under the "customize soldier" area outside of game is sometimes bugged where you don't see any scraps.
You don´t have to reinstall the game, that´s most likely a connection problem / display bug (stats server).
Play a few rounds and see if the correct amount of scraps is displayed then.
