Stats Trasfer massege not showing plz help

I bought a new PS4 and i bought a new Battlefield 4 ... i did all the updates and when i opened the game it didn't give me the stats tranfer massege
my battlelog: PHANTOM-AH
and i was Lvl 116 in ps3 now im lvl 0 ☹️
