Have you tried ruling out other 3rd party software messing around?
Try doing a clean boot without disabling Punkbuster and report back if the issue is still there:

Also, does it happen if you connect another mouse?

ok it had gone away for like 2 days. again nothing's been changed i think im going to system restore as it just came back and is annoying as hell
