Team Balancing Needed

The thing is, it's an action-reaction kind of situation. First of all, let's clear one thing up: DICE never made a balancer that would balance teams during the round. These balancers were 3rd party plugins.

Anyway, about actual DICE balancer, which was introduced later in BF4's life cycle... while it reduced the amount of blowouts, it took a lot of criticism for tearing squads apart to balance the teams. I guess that this is the reason why current balancer only moves squads, not individual players. The obvious problem is, it can easily lead to a situation where one team has quite a few extra people when round starts. Balancer also can't do anything about people who left between the moment when map loaded and round start. Are the devs thinking about ways to find the middle option? Yes. Can we expect it in nearest future? Probably not in the next 1-2 updates, as other aspects of the game (like ammunition system) seem to have higher priority now (as you can see on CTE). However, at some point it can happen (especially with the new monthly update approach).
