Negative, The Ultimate Unlock kit only unlocks class based progression weapons and gadgets and progression based vehicle unlocks for the base game (not expansions). The Ultimate Unlock kit does not unlock any attachments for the weapons, rank based weapons, or assignment based weapons or assignment based vehicle unlocks. All of these you have to earn via getting kills with each weapon for by earning ranks and completing assignments. If you've played BF3 for any significant amount of time it is possible that you've already unlocked most of what is covered by the ultimate unlock shortcut kit.
So in your inventory you should be able to equip all of the gadgets and weapons (no attachments being unlocked) for Assault, Engineer, Support and Recon classes. If none of this is unlocked, redownload the shortcut pack (sometimes it doesn't download to your console after you purchase it), then completed close (not just minimize) BF4 and restart BF4 and the unlocks should show up as usable.
***EDIT*** I just looked at your Xbox One soldier profile http://battlelog.battlefield.com/bf4/soldier/Aviatora/weaponunlocks/214652641/xboxone/ and it seems that the shortcut was not yet applied so please follow the instructions above regarding redonwloading and see if that solves the problem.
