user.cfg no longer loads

Several months ago I made a custom user.cfg file to adjust some settings that supposedly weren't adjustable through the in-game configuration menu. I also limited my frame rate 59 FPS because my monitor is a 60 Hz monitor, and it seemed silly to make my GPU go to all that trouble of rendering 100+ FPS that I just couldn't appreciate.

Now I have a monitor with a 144 Hz refresh rate, and I'm revisiting my user.cfg file. I changed the line that used to read

GameTime.MaxVariableFps 59

 to

GameTime.MaxVariableFps 120

 But to no avail! Every time I start BF4, the framerate is capped at 59 Hz. I have done various things to troubleshoot this problem, including adding a line to display the FPS in game:

perfoverlay.drawfps true

 but this isn't loaded on startup, either. It appears that my user.cfg file is just plain no longer being loaded, but the settings of the previous version user.cfg file are being honored. Kinda weird.

Of course, I can manually increase the framerate cap via the console, but I have to do so every round, and I'd prefer the configuration file to work as it's supposed to.

I don't know how much of my hardware/software configuration is going to be helpful to post here:

Windows 7 64-bit

3.4 GHz Core i7-2600

8 GB RAM

GTX 780 with the latest drivers

    I got the same issue. It still works on the CTE. I tried to repair the game via Origin, but had no success. The weird thing is, when i copy the user.cfg over from the CTE, sometimes it executes some commands like showing the fps but the command to limit the fps is not executed.

    P.S. I just saw that you posted this in April. I got the issue since the Spring Patch.
