Same problem. I saw some instructions on using a user.cfg file, set it up, and it makes no difference (doesn't work at all, making me wonder if the people recomending the have skipped a step in their instructions). However, if I use the console to type in commands they do work.
We need a solution to get the user.cfg file working, since the workarounds are either a macro system or typing in a series of commands.
And yes, they did make some performance difference. Not a ton, but some. Strangely, the biggest difference for me came in the cusscenes, which suddenly went from dipping all the way down to around 20 fps to never dipping below 30fps (have the cutscene fix already in place of course).
Any help getting the user.cfg file to work would be greatly appreciated.
EDIT: ARGH! Search field led me to the wrong forum, sorry. This is a problem in Dragon Age Inquisition...
