Vsync turns itself on

Vsync forces itself on in cutscenes despite settings. Cutscenes run at 2x speed because of this. I have vsync off ingame and in the nvidia control panel. Is there any way to force it off?

    Have you tried going to your Nvidia Control Panel settings and turning V-Sync off?

    Open up the Control Panel ---> 3D Settings ---> Manage 3D Settings ---> Program Settings ---> Select BF1 from the drop down list.

    Scroll down to "Vertical Sync", and turn it off.
