Want to join a platoon

Even on your own screen there, read what it says just a bit down: That none of your friends are in any platoons for you to join...
So either you are actually so new to this Battlelog environment that you have not yet joined any friends on it, or, as it states, the friends that you have joined with on Battlelog are simply just not members of any platoons either...
But that doesn't hinder you from looking up other platoons and also applying for membership to join them! Because you do not actually need to be Battlelog friends with other players just to join a platoon. You can do this regardless.

Best approach to join a platoon, is typically to find some of the servers you like to play on the most. And then observe what platoons some of the regular players there are member of. Make friends with them and look their profiles up on Battlelog. There you can now easily click on their clan emblem and that takes you direct to the clan page. And here you always have the APPLY button, to apply for membership of the platoon.
