I think we need to advertise our request/petition in more places.
If more BF1 players request the update, the update has a better chance of happening.

I do not understand the reason they always put my discussion to another discussion's rely section. Seems to hide the message.

It's generally because posts about an existing topic are often grouped together so the feedback is collected in one place, ensures that boards aren't cluttered with multiple posts about the same topic, and any updates are provided in a central location.

I remember that besides the megathread, there was another topic allowed by EA:
Exchange - skins that were not included (created by "78 exchange exclusive skin" Maria)

the purpose of the topic:
-restarting of the weekly scrap exchange update by the EA DICE
-restarting of the weekly game mode update by the EA DICE
-restarting of the update of Operation Campaigns by the EA DICEPlayers could request updates with a comment like this, because it's a "official" petition by BF1 Community:
