Maria's battlepack theory is interesting, it just needs to be proven in practice, which takes a lot of time.
I forgot that there is also a fourth type of battlepack: the Operations Battlepack.

Operations battlepacks have a higher chance of awarding rarer skins than standard battlepacks, as well as awarding puzzle pieces to unique melee weapons (Russian Axe Puzzle Piece and Russian Award Knife Puzzle Piece).
