On Dice's side, why would it be "awkward" if Maria's Battlepack theory is true?
There are 212 legendary skins in the Battlefield 1.
And there are probably 79 exchange exclusive legendary skins in the game.
So probably every third legendary skin is exchange-exclusive legendary skin (not dropped by the battlepack).
The description of the superior battlepack ultimate revision (contains a legendary skin):
potential (1 item) from 15 legendary skins + 118 other possible legendary skin = 133 legendary skins drop from battlepacks
After Maria's battlepack theory, I also started recording / tracking the openings of superior battlepack ultimate revision.
I got 99 legendary skins from superior battlepack ultimate revision (I will continue the test).
These 99 legendary skins are non-exchange exclusive legendary skins according to Maria's Battlepack theory.

35 legendary self-loading rifle skins
26 legendary smg skins
35 legendary lmg skins
37 legendary rifle skins
14 legendary shotgun skins
50 legendary sidearms skins
15 legendary vehicles skins
35 + 26 + 35 + 37 + 14 + 50 + 15 = 212 legendary skins
212 legendary skins - 133 legendary skins drop from battlepacks = 79 exchange exlusive legendary skins
I wonder how easy it would be for our EA developer friends to simply make every skin available via battlepack? That way we wouldn't be 100% dependent on having customizing the Exchange for certain skins. Not saying EA should stop updating the Exchange, but I'm offering another idea on how they can make it easier for us to acquire the impossible-to-get skins.
