And I thought the super rare vehicles skins are hard to get, should have went for the exchange exclusive only ones.

Also never thought that some skins would be exchange exclusiv.

Would have loved knowing this when I started collecting them...

The discoverer of the exchange exclusive skins was Maria from BF1 subreddit (you can easily recognize her from her marathon long comments).
I think it's worth following her, she has very useful comments and posts.
She is also a real skin's collector and I can also thank her for three secret skins.
On this forum, three years ago we fought together against Dice for exchange exclusive skins (Maria = Viancee_IlI).
And Maria deserves a Hero dog tag for her services to the BF1 community (because before Maria's exchange exlusive skins "theory", I unnecessarily bought a thousands battlepacks for exchange exclusive skins, what a waste of time...).

It is interesting that in 2022 me and Maria also collected the maximum 846 skins.
Then we no longer had to beg the EA Dice community team for skins every week.
And Maria was brave enough in 2023 to report on Reddit about the exchange exclusive skins.

It is fair to ask that how can the BF1 player prove the "81 exchange exlusive skins" theory?
I think there are 3 different methods.

The first and most difficult method is related to Maria, because it requires skill in code reverse engineering. The method used by the BFEE community for Easter egg hunting is similar, but now you can guess the secret skins based on the decoded skin names.

I personally tried the second method. It also works with zero scrap, but it takes 2-3 days (a long weekend duration). There are a lot of videos uploaded on YouTube about Battlefield 1 Battlepack's openings. But we only need to note the currently available 4 Battlepack type openings: -Standard Battlepack (ultimate revision), -Enhanced Battlepack (ultimate revision), -Superior Battlepack (ultimate revision) and latest Operations Battlepack (with 125 items). Collect the list of skin names available through the Battlepack's opening videos (it is worth recording the YouTube video part).

The third method is developed by me. This is also a scrap free method, but faster (if you can type fast, a few hours). During the game you collect the possible skin names of the Superior Battlepack (ultimate revision). You don't need to buy the battlepack and you can generate new possible Battlepack's content by restarting the game.

Why does Dice not react to the discovery of the 81 exchange exclusive skin?
Because I think EA is afraid that the same scandal would break out among the players as in the case of Star Wars Battlefront II's unfair microtransactions in 2017.
I'll give you an example:
I bought a Standard Battlepack (Ultimate Revision) today for 2€.

The 81 exchange exclusive skin is not literally, but hidden in the description by EA.
Because with one subtraction the result is 81:
846 (maximum skins) - 765 (non exchange exclusive skins) = 81 (exchange exclusive skins)

Why was Monday's malfunction in the scrap exchange backend system across three hours?

M1911 The Care Package please! Saved up 10k scraps and want to get that one out of the way so there are only super rare vehicle skins left for me to collect.

It may seem unrelated at first but there is now this European Citizens' Initiative called "Stop Destroying Videogames". If you just search for the name of the initiative you should be able to find it. So far it already has 125k signatures growing daily by the tens of thousands, though sadly only people with European citizenship can sign it for anyone who doesn't know. The reason I meantion this is because this is the best shot we have so far to make publishers unable to sunset videogames without providing all neccessary means to keep the game functional.

Sure that's a pretty broad statement and I hope it'll get further specifics for the benefit of the consumer but my hope is that in the case of BF1 that would mean that EA would be forced to release the server client so people are no longer in need for official or rented servers so when the time comes like for BFBC2 we have official tools to keep the game running without 3rd party tools. Yes I know there is project rome and other WIP clients for more recent titles but all the reverse engineering is a huge amount of work and shouldn't have to be done in the first place for a product you paid for. As for the specifics that'll hopefully be added later I mean exactly the kind of stuff like the exchange and operation battlepacks being part of a "functional" game. Essentially 100% of the content being functional AND obtainable (very important) AFTER sunsetting the product.

I really don't see a reason why everything currently in the game couldn't keep working if they do some UI and back end reworks. Honestly it's much less of a big deal than any publisher would like to admit simply because doing the slightest amount of investment into a game you already finished development for is seen as wasting recources from the higher ups point of view as there is not much more money to be gained from a years old product you already capitalized from with little further monetization being possible. This stands in great contrast to the consumers that would like to have a digital product which can be infinitely replicated as it's just a series of 1s and 0s to work indefinitely and with a released server client that shouldn't be a dream but rather reality as currently the reality is that if nobody forces publishers to do so there are no day 1 plans on how to keep the game fully functional after sunsetting as discussed previously. That's why I think the governenment making this practice illegal is the only way forward to ever achieve that goal. Hopefully the removal of any kind of DRM and being able to make full offline backups of a game without launcher requirenment is also something that becomes mandatory for digital games that are no longer sold in digital stores hopefully for obvious reasons I don't have to explain.

As for how the exchange and operation battlepacks can be implemented after sunsetting the game I have the following suggestions:
The operations just have a simple automated rotation where each operation comes in a fixed order and as soon as one expires the next one is automatically avaialble. For the exchange we saw that 89 skins at once are possible. So my suggestion would be to also have an automated rotation but instead of being updated once every week it get's updated every day so within 10 or 11 days (depending on how many are needed to list all of the 846 skins, all puzzle pieces and hidden meele weapons) so the longest amount of time you have to wait for any particular skin is the shortest amount possible. Even the usual bug with the Ararebo where the operation points are not working wouldn't be a big deal this way as it's only every 10 or 11th day it's not working. You could make this work independently from EA servers as it just relies on the operating system synchronizing it's clock with whatever source it uses from the internet. The Arditi Dagger on the other hand should just be unlocked for EVERYONE as there is no currently implemented way in the game to obtain it. No puzzle piece(s) or one time purchase. The one thing I could imagine a longer rotation for are the event challenges for certain dog tags or for road to bf5 where you can earn what you don't have so far. Either that or also unlock them for everyone. Again every content that has ever been in the game should be made avaialbe or obtainable in some kind of way.

If none of that is going to happen then I guess just unlocking everything for everyone would be the next best thing.

Finally to quote the Stop Destroying Videogames Initiative:

This initiative calls to require publishers that sell or license videogames to consumers in the European Union (or related features and assets sold for videogames they operate) to leave said videogames in a functional (playable) state.

Specifically, the initiative seeks to prevent the remote disabling of videogames by the publishers, before providing reasonable means to continue functioning of said videogames without the involvement from the side of the publisher.

The initiative does not seek to acquire ownership of said videogames, associated intellectual rights or monetization rights, neither does it expect the publisher to provide resources for the said videogame once they discontinue it while leaving it in a reasonably functional (playable) state.

I'm still hoping for more than is currently stated so 100% of the game remains in a playable state and not just "reasonably". I know it's a lot to ask for but I really think the way forward should be planned preservation of all content from day 1 so it's part of the development cycle to do so and not an afterthought or no thought at all.
