Where do I install the ESN Sonar API 0.70.4?

I can't find the ESN Sonar plugin in any of my battlefield folders.  I keep getting the Yellow arrow stating that I haven't downloaded the latest plugin even after I have downloaded it 5 times...  I use Internet Explorer 10 as well as FireFox.  I am very frustrated and need help!
