Why do I have such * performance?

My FPS is virtually the same regardless of my settings with 'High' and 'Ultra' reducing it even further. The fact that your CPU is below minimum specs for BF1 isn't helping your frame rate since BF1 is a very CPU intensive game. Did this start after the latest NVIDIA driver update or perhaps the latest large WIN10 update?
