I don't even know how these ppl play with such a high ping. Once I get above 150 it's intolerable and frustrating. But yet I can't wreck whole servers when my ping is that high and I don't know how they do it. Im on PS4, wired connection, decent gaming tv, with as 100mb download, 10mb upload speed. While I understand ppl have a right to play it just don't seem right that we all have to suffer.
Thats how i have felt when i tried playing on a eu server. But sometimes ill get into these matches where the people with the highest latency are top of the leader board. Its crazy.

I had a few matches the other day my ping was 120, 3 guys on the other team with 350-500 ping and they were wrecking everyone. One guy alone in 3 TDM matches went 42-1, 36-0, and 35-1. Even before I got around corners and after getting behind cover he was hitting me with rounds.

Latency has always been weird in Battlefield. In BF1 for example, once you hit 152 (oddly I've never had 150, it just started at 152) it was a death sentence, with none of your bullets registering and you getting beamed out of nowhere. Once I hit 180 (usually by playing in a European server) I noticed I was getting back to "normal" and killing most of the people I shot.
If I ever came across high 200 ping players, I can only assume it was just as awful for them as it was more me. Playing in my regular NA West servers I average 11 or so ping with a high of 80 in NA East - I haven't really seen anything crazy happen there, even with a few of my Japanese friends joining for the odd round or two
