Lag compensation is causing it. The lag compensation clocks aren't synchronized correctly which causes some players to see things sooner than other players and have more time to react.
The only way to reset the lag compensation clock on your PC is to close and restart the game.

Each time a new round starts the lag compensation clocks are all resynchronized. Leading to the inconsistencies between rounds.
