Because they do not have a graveyard shift working the phones. People do enjoy getting sleep. They do have 24/7 chat available.
As far as the servers always being down, I have not had an issue yet. Some people have had some issues, but it has been related to the massive DDoS attacks that have been going on recently, which EA cannot do anything about.

Sounds like excuses to me. This is a 24 hour a day business and they should support it as such. If they can't put out a fully functioning product, the least they can do is be there to fix it. So thank you captain obvious for your useless reply.

You asked the question and @TapouTony420 provided the answer. Businesses conduct a cost benefit analysis to see if the cost for extra manning is covered by the call volume that expect to receive. EA probably didn't see a high demand for 24\7 call center manning and opted for a more normal business hours manning schedule to maintain their budget. Regarding the product, the vast majority of players have few to no problems for the product is indeed fully functional despite a small minority of players who have unfortunately encountered issues like yourself.
I noticed that you never detailed your problem in your original post @framer1, if you provide the details of your issue, tell us on which platform you are playing, if on PC provide your PC specs, your OS and any error messages and error codes that you receive we'll do our best to assist you in solving your problem.
