You need to go to the premium section of the BF4 in game store and repurchase premium for zero dollars. You will go through the check out procedure, then close BF4 completely via the options button on the DS4 controller. Go to your downloads and make sure premium completely downloads and installs and then start BF4 and return to the premium section of the BF4 in game store and download all of the expansions.
If you are using the same exact PSN ID as you did on PS3 and premium isn't free and it tries to charge you, then you will need to speak with Playstation customer support and find out what is happening.

The BF4 in game store is available from the main title screen of BF4, from there go to the premium section. It is best to download everything from the premium section of the in game store, although on the Playstation platform you can normally download the expansions straight from the PSN store as well since Premium is listed in your account services.
