That's a lot of money for something like that to get repaired/replaced.
Unfortunately it looks like you've tried absolutely everything to try to resolve this, and nothing has worked.

I'm not sure what other recommendations to make at this point, I apologize.
Do you also think it's a software issue?

At this point, I do believe it could be a software/technical issue within the Xbox, if you're having issues with digital games as well.
It's not a Port/Connection issue, if the games themselves just crash to the home screen.
The article I posted has a couple solutions, but it looks like you've tried a majority of them, from your original post.
At this point, you may have to get a new Console, or keep contacting Xbox Support to see if there's anything else you can do.

I would recommend going through Microsoft themselves.
Just let them know that any game you download/install, instantly crashes to the home screen when you try to launch them when the download finishes.
The only other thing I can think of, is possibly getting an external drive, and seeing if you can install there and see if you have the same issue.
