Try this steps:
Check a hosts file https://support.microsoft.com/kb/972034
Run command line as Admin and enter a commands:
netsh http flush
netsh branchcache reset
netsh winsock reset
netsh interface ipv4 reset
netsh interface ipv6 reset
netsh interface tcp reset || netsh interface reset all
netsh advfirewall reset || netsh firewall reset
route -f
Restart PC.
Still doesn't work, ugh. I'm about to just stay on steam for good.

My BF4 is doing the same exact thing as his. I have tried everything you guys have posted so far, still no success. My UOTrace connects but i get a 0ms ping on lots of them. My DXdiag is attached.

Also i believe the issue lies in Battle log. Because my game runs fine, i can play the campaign just perfectly. But none of my campaign progress makes it back to my battle log profile. Now when i just get a new laptop yesterday i loaded BF4 onto it to test the graphics card out. And the game ran great, all of the sudden my battle log was working. And my then current progress was saved to my online profile. But after i finished setting up my laptop the game quit syncing. I am so desperate to get this fixed, as i love BF4 multiplayer. And i remember on my last desktop having so much fun with it!
