Well, they'r not allowing cheaters. There is a Anti-cheat system in BF1 to catch the Cheaters, and it's always working on it.
But it can't Ban them as fast as you probably think.

I also wasn't thinking about how fast the new cheats come out anymore. It is like they have a new one ready before the last one get a hit. I love the game though. Hopefully they can work on communication among all the squads so you can work all together and talk to everyone one your team.

I can't tell you exactly how it works, but Cheaters are not welcome in BF1. We can just hope the Team makes it harder for them to do so!
