10 FPS 1080P WITH GTX 1080 Ti

I have a GTX 1080 Ti I7 6700K  16 gb DDR4 Playing 1080p. I get 6% GPU USAGE and I get 10/12 fps playing the game. What is wrong with this game?

    @EA_Darko issue has been fixed by upgrading windows to the October update.

      Just my luck - I get a black screen that I can only fix with a reboot when trying to install that update ☹️
