I've been having this issue as of today 2/5/19.

Usually if I'm trying to drop a crate on a surface that is collapsible such as a second floor of a building, bridge etc, my crates drop through the surface I'm placing it on and down through the map. Cool down begins as soon as it drops.

According to top issue tracker released this week, the devs believe that they have a fix and QA is currently verifying whether that indeed is the case. If everything goes fine, said fix should make it into an update this month.
