Awful stuttering on Rtx 3090 and 10850K

Dx12 does stutter on first launch for a little while.

When you first load into a map,  The directx12 shaders are being cached ( this is what causes the stuttering ) 

Once you've visited all areas of the map,  the stutters will go away.

This is also true for multiplayer.
