You are not the only person I've seen complain about this and from what I have seen there is no indication that the Enlister Offer is included with the console bundle based on what I have seen on the Microsoftstore and BestBuy web site for the console bundle.
If it says so on the box and or included pamphlets then I would suggest going back to the store and asking for a code and bringing a copy of that information with you. If they do so they may have to just give you a code that would otherwise be included with the physical or digital release of the standalone game, assuming they would even do so. You'll want to have your receipt with you if you go in person, call or use online support. I also watched an unboxing video of the bundle and there was no code for the Enlister Offer shown.
It might be easier to pre-order the stand alone version of the game from an online retailer, get the code emailed to you and then cancel the pre-order before it ships. An online retailer isn't going to care that you cancelled a single pre-order.
