BF5 server quality / performance

I don't know about you, but I'm finding it hard to get on servers that perform well. I've uploaded a screen shot where you can see that almost half the servers have a very low ping. Is this normal? Because my experience on BF5 as of late has not been consistent. Anyone else experiencing this?
